Kobo pays a percentage of list price that depends on the price band and the territory, and the rates are competitive with the other major platforms. As with every retailer, the terms are Kobo's and they change, so check the current schedule in Writing Life before you set a price rather than relying on a figure quoted elsewhere.
Yes. Kobo does not require exclusivity, and publishing widely is the normal approach. The only thing that would prevent it is having enrolled the same ebook in Amazon's KDP Select, which requires digital exclusivity for its term.
Usually within a day or two of submission, though it can take longer if the file needs review. Distribution to partner channels and libraries takes longer than the main store, so do not judge the whole rollout by the first day.
